| Abstract: | Construction of a harmonious society is a dream which the human society has explored in theory and practice. The public interest came into being as the human society been seeking and an issue began. It makes a materi- al and spiritual foundation for maintaining life existence and species extension. Construction of a harmonious society should be centered on maintenance and development of the public interest. |
