| 摘 要： | 建设社会主义和谐社会的能力是党的执政能力建设的一个重要方面,政府在和谐社会的构建中扮演着重要的角色。要加快政府转型,努力建设服务型政府,实现由“全能政府”、“无限政府”向“责任政府”、“法治政府”转变,切实履行加强公共管理、完善公共服务的职能。

| Abstract: | The ability to build the socialist harmonious society is an important aspect of the building of the Party's ruling capacity in which the government plays an important role in the establishment of the harmonious society.We should quicken the transformation of the government,try to build the service government,change the "omnipotent government" and "limitless government" into the "responsible government" and "law-governing government" so as to perform the functions of strengthening the public management and perfecting the public service. |
