论政府在群体性事件各阶段中的应对之策

群体性事件从产生到发展直至最后爆发一般都要经过萌芽、显露、发展和激化四个阶段。政府作为主旱社会正常运行的一方，也要做到因势而为，根据不同阶段的特点，采取不同的应对之策。在群体性事件的萌芽阶段，政府要高度重视改善民生在化解社会矛盾中的基础作用，并采取切实有效的措施建立民众利益表达机制。在群体性事件的显露阶段，政府要建立社会矛盾化解机制。在群体性事件的发展阶段，政府要努力畅通政府信访渠道，妥善处理导火索的具体案件或利益冲突，依法及时做好信息公开。在群体性事件的激化阶段，要坚持尽快平息事件原则，建立群体性事件的预警与协调机制，恰当谨慎使用警力，并注意引导社会舆论。

On the countermeasures the government for group events at the different stages

The group events usually experience the different stages, that is, beginning, appearance, development and intensification. As the party guiding the normal social operation, the government should adopt different measures according to the characteristics of dif ferent stages. In the beginning of the group events, it should highlight the basic role of improving people＇s life in solving the social contradiction and adopt effective measures to establish the mechanism of protecting people＇s benefits. At the stage of appearance, it shouhl solve the social contradictions. At the development stage, it should try its best to smooth the complaint channel and properly handle the specific cases and interest conflicts and publicize the information according to law. At the stage of intensification, it should stick to the principle of appeasing events, establish the prewarning and coordination mechanism for the group events and properly use police forces and guide the social opinions.
