变“告御状”为“微服出访”——中国信访体制改革探析

告御状,也就是上访。作为中国特有的一种政治表达方式,上访是群众通过合法正当的途径和方式,表达自身的需求和意见,以实现和维护自身利益的一种利益诉求和权利救济机制。作为具有工具性、政治参与特点的上访,在中国的历史中扮演着举足轻重的角色。伴随着社会主义新中国的建立和社会主义民主政治的进一步完善,上访成为学术界和政界十分关心的课题。和谐社会的构建和服务型政府的建设,要求从制度上根本改革中国当前的信访体制,变"告御状"为"出访",完善信访制度的法制化和信息化建设,使政府真正、切实地成为为人民服务的政府。
