质量与特色:高等教育改革与发展的两大主题

质量与特色已成为我国高等教育改革与发展的两大核心问题。高等教育质量是一个多层面的问题,质量标准的确立,应与高等教育发展所需解决的主要问题与矛盾相适应。高等教育的发展必须在科学发展观指导之下发展,并建立起高等教育质量评价和约束的市场机制,用市场机制来调节高等学校的服务面向和人才培养质量。特色即差异、多样化。目前中国公办高等学校处于有限竞争状态,办学趋同现象愈演愈烈,这有计划经济的历史原因,有管理方式和畸形社会需求的原因等。只有引入完全的市场竞争才能产生办学特色和人才培养特色,才能满足人们的需要。

Two Major Themes in Reform and Development of Higher Education

Quality and features have become two core issues in the reform and development of China's higher education.The quality of higher education is a multi-level issue.The establishment of quality standard of higher education should be in accordance with the major problems needed solving during the development.The development of higher education should be guided by a scientific development approach.A market mechanism for quality evaluation and restriction should be set up to adjust the orientation of higher learning institutes and the cultivation of talents.Features embody difference and diversity.At present the higher learning institutes in China enjoy just limited competition with ways of running a school moving increasingly towards the same features.Some reasons account for this phenomenon: old planned economy,management mode and abnormal social demands.This paper illustrates that only with complete market competition introduced can education with features and talents be brought about and needs be met.
