| Abstract: | Jiang Zemin has put forward the important thought of governing a country by morals, which has substantial connotations. Its significance lies in that the whole party should attach further importance to the thought and moral construction to create favourable environment, pay more attention to the difference of governing a country by morals between China and other countries. Carrying out the policy of governing a country by morals depends critically on the party and all-grade party leaders. |
