我国行政事业性国有资产管理的模式选择

随着我国综合实力的不断增强,巨额的国有资产与政府职能转变和小政府格局趋势之间的矛盾日益凸显,行政事业性国有资产管理体制必须作出相应地调整,由政府主导转为人大主导,并以绩效管理为核心,按照"按需定投"和"按效定投"原则,强化行政事业性国有资产管理的制度建设和监管体系的构建,确保实现国有资产为社会提供公共服务和公共品的职责。

With the continuous increase in China′s overall strength,the conflict is becoming more obvious between the huge state-owned assets and the transformation of government functions as well as the trend of small governments.The management of administrative national assets should also make some corresponding changes： transferring from being led by the government to being led by National People＇s Congress;taking the achievements as the core of management;based on the principle of ＂investing according to demand,investing according to effect＂.Strengthen the construction of the management system of administrative national asset and the construction of supervision system so as to make national asset fulfill the duty of providing public service and public goods to the society.
