摘    要:新高考基于立德树人导向追求公平性和科学性的统一,但是其价值取向却遭遇现实拷问,根源在于新高考公平问题和科学选才问题是非结构化社会问题。新高考改革涉及主体众多,不同利益主体之间价值诉求、制度设计、运行机制和信息联通皆呈现碎片化状态。因此,在整体性治理理论视域下针对新高考改革存在的碎片化问题提出可能解决路径:一是构建新高考多元主体合作治理网络,使新高考改革回归公共性,凝聚高考改革共识;二是做好新高考改革顶层设计,完善高中和大学配套性制度;三是健全新高考改革协调、信任和可持续机制,促进跨层级、跨部门和跨领域协作,建立整体性治理机制;四是利用信息技术搭建高考信息数据服务平台,增进不同主体间信息沟通和交流,促进科学公平选才。

Abstract:The new college entrance examination is based on the unity of fairness and scientificity,but its value orientation is tortured by the reality,which is rooted in the unstructured social problems of fairness and scientific talent selection in the new college entrance examination.There are many subjects involved in the new college entrance examination,and the value demands,system design,operation mechanism and information connection among the different interest subjects are all fragmented.Therefore,from the perspective of holistic governance theory,some possible solutions were put forward in view of the fragmentation problems existing in the new college entrance examination:firstly,build a multi-agent cooperative governance network for the new college entrance examination,so that the reform of the new college entrance examination can return to the public nature and gather the consensus of the reform of the college entrance examination;secondly,do a good job in the top design of the new college entrance examination system and improve the supporting system of high school and university;thirdly,improve the coordination,trust and feasibility of the new college entrance examination;fourthly,use the information technology to build the college entrance examination information data service platform,enhance the information communication and exchange between the different subjects,and promote scientific and fair talent selection.
