论高质量教育体系设计的逻辑指向

摘    要:《中华人民共和国国民经济和社会发展第十四个五年规划和2035年远景目标纲要》提出了建设高质量教育体系的目标,其设计的逻辑指向在产教关系与科教关系的升级过程中得以体现。产教关系经历了产教分离、教育适应产业和产教融合阶段,继而要实现“以教促产”;科教关系经历了科教分离到科教融合的变化过程,最终要实现科教并行。真正的高质量发展应实现教育推动经济和科学技术的进步,起到引领社会发展的作用。与此同时,高校更应践行大学的职能与使命,其中高水准国际视野是建设高质量教育体系的重要组成部分。只有形成清晰的高质量教育体系的逻辑指向,才能更好地进行教育体系治理现代化改革,最终构建服务全民终身学习的教育体系。

Abstract:China has put forward the goal of building a high-quality education system in the Outline of the 14th Five-Year Plan(2021—2025)for National Economic and Social Development and Vision 2035 of the People’s Republic of China,and its logical direction is reflected in the upgrading process of the relationship between industry and education and the relationship between science and education.The relationship between industry and education has experienced the stages of separation,adaptation and integration of industry and education,and then“promoting production with education”;the relationship between science and education has experienced the changing processes from the separation to the integration,finally to realize the parallelism of science and education.The true high-quality development should achieve the progress of economy,science and technology promoted by the education,which is also playing a leading role in the social development.At the same time,colleges and universities should practice the functions and missions of universities,in which a high-level international vision is an important part of building a high-quality education system.Only by forming a clear logical direction of the formation of a high-quality education system can we better carry out the modernization reform of the governance of the education system and finally build an education system serving the lifelong learning of the whole people.
