失地农民的土地保障——以重庆地票交易制度为视角

随着市场经济的不断完善,我国土地政策不断调整。为了保障农民的土地权益,重庆开始探索地票交易这一土地流转新路径。重庆地票交易制度具有土地权利证券化、反哺三农、缓解城市建设用地紧张的局面等重要意义;也存在交易补偿不到位、交易过程中信息不对称等问题,为保障失地农民的权益,提出健全地票交易相关法律法规、明晰农村"三权"等完善重庆地票交易制度的措施。

The Land Guarantee for Land-Lost Farmers——From the perspective of Chongqing’s land ticket trade system

The continuous improvement of Chinese market economy also leads to the corresponding adjustment of land policy.In order to guarantee the farmers’ land rights and interests,Chongqing began to explore the ice-breaking system of land ticket trade.This system is of great significance in the securitization of land rights,the feeding back of "three-agriculture",and alleviating the intense land use in urban areas.Problems such as the lack of trade compensation,information dissymmetry in trade process also exist.In order to guarantee the right of land-lost farmers,this paper proposed measures to promote the land ticket trade system,such as perfecting the regulations and rules concerned of land ticket trade,and clarifying the "three-rights" in the rural areas
