摘    要:为更科学地考核交通运输业节能减排效果,基于密切值法,构建了交通运输行业节能减排评价体系.将污染物排放和能耗作为负向指标,运力贡献和环境治理作为正向指标,以中国交通运输业2002年~2007年数据为基础,用密切值法对各项目层中指标进行计算,结果显示2006年节能减排效果最好,2002年最差.评价结果体现了中国交通运输业节能减排的现状与不足,为今后节能减排工作提供了依据.实例表明,该评价体系可操作,其模型不需确定各类主观参量,评价结果可靠、客观,是在交通运输领域开展节能减排评价的有效方法.

Abstract:To set up an evaluation system in energy-saving and emission reduction in transportation industry, a system of osculating value method was established. Emissions and consumption were used as the negative while contribution to transportation and environmental governance as positive, and osculating value method was applied. Data from 02 to 07 shows that the effect in 06 is the best, 02 the worst. Result reveals the weakness and provides future work basis. Statistics indicates the feasibility of evaluation system establishment.The method renders objective results, which works effectively.
