基于城市功能的城市发展质量指标体系构建

提出城市客观功能发展和公众主观满意相结合的城市发展质量评价思路,并从城市社会历史发展视角出发,对城市功能进行了科学划分.在此基础上对城市客观功能和公众满意之间的关系进行研究.分析结果表明,城市客观发展质量与公众主观满意之间存在着显著的正相关关系,而且各项城市功能的持续改进都会显著提升公众主观满意.对政府而言,制订促进各项城市功能发展的政策,而不是仅仅将眼光聚焦于城市物质产品生产,也许能获得公众更多的支持.结合数量分析的结果,构建了基于城市功能和公众评价主客观指标相结合的城市发展质量评价指标体系.

Indicator System of Quality of Urban Development from Perspective of Urban Functions

Quality of Urban Development is a container concept, which can hardly be defined as well as evaluated. In this paper the authors attempt to evaluate the quality of urban development through objective urban functions development and subjective public satisfaction. The authors argue that there are four types of basic urban function: production, shelter, cultivation and connection. Then the authors examine the relationship between urban functions and public satisfaction. Regression models show that all these elements are important factors in explaining overall public satisfaction as a whole or individually and together can explain about 60% of the variation in overall public satisfaction. This implies that it is not enough for the urban policy-makers only to concentrate on the development of urban function of production; all urban functions are of importance and should be boosted equally. At last an indicator system is set up.
