"绿箱政策"与中国财政支农方式的调整

分析了WTO(世界贸易组织)《农业协定》的“绿箱政策”的要求和中国当前的财政支农现状,认为中国财政支农改革的出路在于依据“绿箱政策”做出如下调整:财政政策目标由一元转向多元;支持提高农民的组织化程度;继续加大农业科技、农业教育、农业基础设施的投入力度;变价格保护为对农民进行直接补贴;推广绿色农业、环保农业、改善农业条件等。

"The Green-box Policy" and Adjustment of Method of Chinese Finance to Agriculture

This paper,by analyzing the demand of "The Green-box Policy" stipulated in "Agriculture Agreement" of WTO and the present situation of the financial aid to agriculture in China today,concludes that the reform outlet of the financial aid to agriculture in China lies in the following adjustments based on the "The Green-box Policy": the target of the financial policy should be changed to multielement from unified one;support raising the organization level of the farmers;continuously increase the degree of investment in the fields of agricultural science and technology,agriculture education and agriculture basic facilities;change price protection to direct charity to the farmers;promote green agriculture,environmental protection agriculture and improve the agriculture conditions.
