| 摘 要： | 以改革创新精神加强党内民主建设是党内民主建设适应时代发展的必然要求,是推进中国特色社会主义事业的客观需要,是全面加强党的建设的内在需求.党的十七大报告将发展党内民主作为党的建设改革创新的重要课题,提出了发展党内民主的新设想.对积极推进党内民主,加强党的建设,提高的党的执政能力具有重要的指导作用.
