| Abstract: | As a means of penalty, qualification-penalty acts a very important role. But because of various reasons, qualification-penalty in China is now perfect. The article tries to compare qualification-penalty in the content, the scope and methods of application in foreign countries. Then contrasting with the legislation in China, the author advanced some suggestion to develop it. |
