摘    要:为了推进城市应急联动,配合公安、消防及交通管理部门,按照统一指挥、有效协调的要求,提出了基于DirectSound技术的110,119,122三警合一语音报警系统,探讨了该系统的硬件设计.该系统基于DirectSound技术的语音信号捕获与回放,采用流式缓冲区,设置为0.3 s,提高了系统的实时性;采用G.729A编解码算法实现了语音信号压缩编解码,16:1的高压缩率,与传统方法(8:1)相比,节省了50%磁盘存储空间.

Abstract:For impelling to emergency linkage of city and making all kinds of related resource get valid integrating,a solution for speech warning system based on DirectSound technique is presented.It can assort the management section of police,fire fight and transportations,is for the demand of unifying the conductor,being good for harmony.The structure of hardware is discussed.Based on DirectSound technique,the capturing and playback of speech is described.The empirical work confirms that it impraves real-time ability of system by using stream buffer which size is 0.3 second.The compressed encoding of speech is implemented with G.729A coding arithmetic.Comparing with compression ration of 8 to 1,it saves 50% of space of magnetic disk by compression ratio of 16 to 1.
