| 摘 要： | 提出支持自主创新的两阶段政府采购政策,以避免在企业对自身的创新能力拥有私人信息时可能导致的逆向选择问题。在两阶段采购政策下,政府在期初向企业采购一定数量的产品,而在期末,若企业所生产的产品的技术水平达到事前规定的标准,则政府继续采购另一数量的产品,否则不予采购。结果表明,该政策能够甄别出企业的创新能力,进而提升政府采购资金的使用效率。
