摘    要:把厂商的污染治理投资区分为概念性污染治理投资和操作性污染治理投资,并以概念性污染治理投资率、操作性污染治理投资率和排污权交易量为决策变量,以厂商的累积污染削减量、排污权存储量和排污率为状态变量,以计划期内的总污染治理成本为目标函数,建立了一个跨期间排污权交易条件下的厂商污染治理投资动态控制模型.分析了概念性污染治理投资、操作性污染治理投资和排污权交易量对厂商累积污染削减量、排污权存储量和排污率的动态影响,给出了动态最优的概念性污染治理投资策略、操作性污染治理投资策略和最优的排污权交易量策略.

Abstract:In this paper, we differentiate firm investment in pollution treatment to the concept one and the operative one, and we built a dynamic control model of firm investment in pollution treatment with the concept pollution treatment investment ratio, the operational pollution treatment investment ratio and emission trading quantity as decision variable, the cumulative pollution treatment knowledge quantity, emission permits store quantity and emission ratio as state variable, the total pollution treatment cost as objective function. The dynamic influence of concept pollution treatment investment, operational pollution treatment investment and emission permits trading quantity to firm cumulative pollution treatment knowledge quantity, emission store quantity and emission ratio is analyzed, and the strategy of optimal dynamic concept pollution treatment, the strategy of operational pollution treatment investment and the strategy of optimal emission trading quantity are also presented.
