污染排放费用征收系统的经济分析

对污染排放费用的征收系统，重点是水污染排放费用的征收系统的有效性进行了研究．目的在于研究同一政策执行力度下， 目前城市环境管理系统是否有效．通过分析边际社会损害与有效征收费用率的关系，建立了环境供给函数模型（ＥＳ）；利用边际削减费用和征收费用率的关系分析，建立了环境需求函数（ＥＤ）模型．最后，利用某市各区的环境经济统计数据进行了实证分析，得到了较好的结果，从而验证了目前城市环境管理系统的有效性．

An Econometric Analysis of the Levy Systems of Emission Charges

This paper studies the eficiency of the levy systems for emission charges, with the emphasis on the waste water polution levy systems. Its purpose is to test whether the current managing policies are useful under the same implementing power. With the economic analysis, the econometric models of environmental supply and environmental demand are given respectively. As an application, we have estimated the ED function and ES function of a city, with the data of its administrative divisions.
