摘    要:针对危险品道路运输, 优化应急设施选址能对危险品事故做出快速响应, 降低事故损失, 提升政府应急管理水平. 应急设施的响应半径经常发生波动, 针对这种不确定性, 首先利用经典的场景方法, 提出一个目标分层的α-鲁棒的弧段覆盖模型, 该模型第一目标是最小化需要建立的设施数目, 第二目标是最大化期望的加权覆盖率, 且各个场景下的加权覆盖率都大于等于最大覆盖率的100(1-α)%; 然后利用贪婪算法进行求解, 最后通过一个实例说明, 该模型为应急设施的选址优化提供了一种有效的解决方法.

Abstract:Optimizing emergency facilities location can respond to hazardous materials transportation accident rapidly, reduce accident loss and enhance the level of government's emergency management. The coverage radius of emergency facility often fluctuates. Aiming at the uncertainty of coverage radius, classic scenario method is firstly used and the formulation of a hierarchical objective α-robust arc-covering model is put forward. The first objective is to minimize the facilities to be established; the second objective is to maximize the expected weighted coverage rate, and the weighted coverage rate in any given scenario is equal to or greater than 100(1-α)% of the maximum coverage rate. Then greedy algorithm is applied to solve the model. Finally, it is shown that this model can provide an effective solution for emergency facilities location optimization.
