| 摘 要： | 将流域内不同区域作为初始水权配置对象,在构建流域初始水权配置系统、剖析系统内涵与目标的基础上,根据流域各区域的用水现状与社会经济发展目标,建立流域初始水权配置系统方案诊断指标体系与半结构多目标模糊优选模型,对流域初始水权配置系统方案的合理性进行诊断,体现流域各区域之间用水的公平性与效率性。结合案例分析验证模型的实效性。
