| 摘 要： | 新中国成立61年来,我国高等教育事业发展基本上可以划分为四个阶段,每个阶段的发展观与具体政策都受到当时社会政治气候与时代风尚的巨大影响。从目前的演变趋势来看,我国高等教育发展观的主导性理论已经明确无误地由"扩招"、"高教大众化"转变为"提高质量"和"高等教育内涵发展"。同时,可持续发展将成为指导我国高等教育发展的主要理论。
