加油站网络环境风险综合评价方法

为评估加油站网络环境风险,针对加油站网络环境风险多源、多途径和多敏感目标的特点,提出一种综合评价法.该方法基于模糊数学理论,依据条件参数和环境敏感性参数计算加油站环境风险度及其不确信度,从而确定加油站环境风险等级.应用该方法对苏南地区数百座加油站的环境风险进行评估,识别出33座高风险加油站及主要风险因素,并经场地风险详查得到验证.为优化加油站网络布局、制定环境风险预防和应急措施提供依据.

Environmental risk assessment methods for oil retail outlets net

In order to assess oil retail outlet net environmental risk,a synthetical method is proposed.In developing this method,the characteristics of the oil retail outlet net environmental risk,which are multi-source,multi-path and multi-object are considered.On the basis of fuzzy mathematics,the environmental risk degree and its uncertainty are calculated by the sensitivity and the condition indicators.A partitioned figure of the oil retail outlet net at different environmental risk levels can be obtained.This method was applied to assess an oil retail outlets net consisted of several hundreds gas stations in South Jiangsu.33 high risk gas stations and their main risk factors were identified and validated by site investigation.The environmental risk assessment results can provide stakeholders with better information for optimizing the oil retail outlets net,establishing risk prevention measures and managing emergencies.
