构建社会主义和谐社会,现阶段要着力推动三个转变,即在思想观念上由传统发展观向科学发展观转变;在指导方针 上由“效率优先”向“更加重视公平”或“公平优先”转变;在实际操作上由片面追求GDP向追求社会和谐转变。构建和谐社会 应该建立科学的目标体系和评价考核系统。当前构建和谐社会应重点实施三大基础性工程,即公民素质提高工程、社会公平 促进工程及和谐文化建设工程。

Exploration into harmonious society development pattern, its evaluation system and basic work

In building of the harmonious society, three transformations should be promoted at present stage, that is, transformation of traditional development to scientific development in ideology, transformation of "efficiency first" to "fairness first" in the guiding principle and transformation of seeking GDP in a lopsided way to seeking harmony of society in the actual operation. Three big basic engineers should be implemented as the key point in the building of the harmonious society at present stage, that is, improving citizens' quality, promotion of social fairness and building of harmonious culture.
