| 摘 要： | 灾害事件是制约经济持续发展的主要因素之一．本文提供了区域防灾规划的编制方法，指出灾害风险评价是制定区域防灾规划的决策依据，在区域防灾规划实施过程中，应注重防灾规划的大区域及灾害文化体系的完整配套．
