| 摘 要： | 建立科学合理的流域冶污绩效评价方法是监督流域整治与管理的有效途径．笔者引入环境绩效评价的理念，采用模糊层次分析法确定评价指标权重，构建绩效综合评价模型，对南水北调东线山东段流域2002年到2009年的治污绩效进行评价．结果表明，流域治污的经济绩益、生态效益、经济技术绩效和环境绩效都呈现增长趋势；2009年流域治污绩效综合评价指数比2002年增长近6倍．

| Abstract: | Establishing a scientific and reasonable performance evaluation method is the effective way in supervising the basin of regulation and management. With introducing the concept of environmental performance evaluation, Using FAHP evaluation to determine the weights of the indicators, and constructing performance comprehensive evaluation model, this paper evaluates the basin pollution performance evaluation of the east route of the southtonorth water transfer project in Shandong province from 2002 to 2009. The results show that economic performance, ecological performance, economic and technical performance and environmental performance of the pollution management appears a growth trend, the basin pollution performance comprehensive evaluation index in 2009 has grown nearly six times as against 2002. |
