强化以学生为本的师德育人观念

指出以学生为本的师德育人观念构成的三个要素是：对以学生为本的伦理精神的忠诚；对大学生的伦理关怀；坚持以学生全面发展为本的人性善理念。对此，要在师德育人观念上实现三大转变：在大学生与教育行政关系认识上，注重向大学生的人格和权利基本认定和学校社会责任转变；在言教与身教的关系认识上，注重向以身教为中心的育人转变；在师德理念上，注重向教师职业道德自律的转变；在责任意识上，注重向强化学校责任和教师责任转变。接着指出了牢固树立正确的师德观念的四个基本原则，即育人优先原则、尊重权利原则、教师自律原则和权力监督原则。最后提出了强化师德育人观念的基本途径：首先抓好教师职业道德和纪律的教育；要充分发挥好各级党校、教育行政学院、高校和各种教师培训学校或中心的重要作用；健全教育责任制与责任追究制度，提高师德失范的行政与道德成本。
