摘    要:中国存在水资源短缺、水生态退化以及水环境恶化等问题,一方面是由于中国水资源本底差的客观条件,另一方面是由于水资源管理的不完善。为此,本文针对后者, 结合“自然人工”二元水循环过程,对现代环境下的流域/区域水资源管理作了新的探索,提出“以耗水(ET)管理为核心,七大总量控制为约束”的水资源管理新理念。通过与传统水资源管理的对比,论述了在二元水循环条件下开展“以耗水(ET)管理为核心,七大总量控制为约束”的水资源管理的重要性; 同时,通过分析实施耗水和七大总量控制指标的现代先进的技术说明了开展的可行性。

Abstract:

Abstract〖WTB1]The main reasons leading to the questions including shortage of water resources, degradation of ecology and deterioration of water environment are the following two aspects: one is the lower natural water resources; the other is faulty of water resource management. Therefore, to the later, the authors preliminarily study a new concept of water resources under currency situation associating with “natural artificial” dualistic water cycle process, and provide a new concept named core of water consumption and the constrains of the seven total amount controlling index. Meanwhile, the importance and feasibility of the new concept of water resources management are analyzed by comparing with the traditional water resources management and associating with the advantage technology.
