| 摘 要： | 地方政府在煤矿安全监察管理中具有十分重要的作用，但目前一些地方政府对安全监察管理工作的重要性认识不到位，支持和协助不力，与监察结构配合较差。必须进一步理顺煤矿安全监察体制和安全管理体制，争取各级地方政府的支持，严格依法开展煤矿安全监察工作。

| Abstract: | Local governments play a very important role in safety supervision and management in coalmines. But some local governments, at present, haven't paid enough attention to local governments' function in safety supervision and management in coalmines, do not give enough support to it and do not coordinate well with supervision institutions. It is necessary to straighten out safety supervision and management system in coalmines, try to gain local governments' support and to carry out safety supervision in coalmines according to law strictly. |
