城中村失地农民的就业和社会保障问题研究——以咸宁市和潜江市为例

中国快速城镇化进程中必然占用大量耕地,产生失地农民这一新的弱势群体.失地农民的就业和社会保障体系需统筹考虑,这是实现失地农民可持续发展,顺利实现农村城市化、农民市民化的重要保证.通过成宁、潜江两地针对失地农民采取的安置模式和政策措施进行比较分析,证明政府的重视和支持是建立失地农民就业和社会保障体系的重要保证.

Research into the employment and social security of famers losing land in the urban villages——Taking Xianning city and Qianjiang city for example

A lot of land is occupied owing to the quick urbanization process, which leads to appearance of new weak group whose land is lost. The employment and social security of famers losing land in the urban villages should be put into full consideration. This is the im- portant guarantee for sustainable development of farmers losing land and the rural urbanization and farmers＇citizenship. This paper com- pares the placement pattern and policy measures for the farmers losing land in Xianning city and Qianjiang city and proves that the gov- ernment＇s attention and support is an important guarantee for the employment and social security of famers losing land.
