| 摘 要： | 民主革命时期国共两党制定土地政策的出发点都是"耕者有其田",但由于两党的阶级属性不同,因而在土地政策制定过程中,政策代表的阶级利益、制定政策的目的和手段、政策执行的程度与范围等均不同,以至于政策实施后带来的影响结果也不同。

| Abstract: | During the Democratic Revolution,for he Chinese Communist Party and the Kuomintang,it was believed that the start point of their policy making is the same,namely,"land to the tiller",and because of the essence of the two parties,that there are great differences between the two policies in the following aspects:to whom the interests go,the aims and ways of the policy making,and their coverage and implementation,which brings about different effects and affects. |
