| 摘 要： | 地方政府行政改革始终是我国政府行政改革的热点和重点，入世后，地方政府的行政改革应从政府行政职能的转变、政府行政机构的调整、政府行政规范的完善、政府行政管理方式的创新、政府行政理念的重塑五个方面建立适应市场经济和WTO规则的地方政府行政管理体制和管理模式。
