| 摘 要： | 根据JPEG和MPEG压缩算法的特点，提出一种基于JPEG的低比特率视频编码方案，该方案在JPEG的基础上，运用帧间差分去除时间相关性，以降低比特率。同时阐明了此方案的具体应用。

| Abstract: | Considering the characteristics of JPEG and MPEG compression algorithm, a JPEG based low bit rate video coding scheme is presented. Based on JPEG the scheme uses inter frame difference to remove the temporal correlation to decrease bit rate.The application of the scheme is explained. |
