| 摘 要： | 衡量现代社会进步的一个重要标志就在于其社会保障制度的完善与否，而作为该体系核心内容的养老制度则更应引起重视，因为它关系到经济的发展与社会的稳定。然而农村养老保险裹足不前，发展严重滞后，远不能满足农村现实发展的客观需要。

The pension system, the core of social security system, should be paid more attention to as it relates to economic development and social stability.
