Discussion on Roles of Understanding in Ensuring Sustained and Effective Implementation of Quality Management System in Seamen Education and Training

The implementation of quality management system in seamen education and training has been carried out for about ten years by different levels of navigational education and training organizations.In the process,some concerns have emerged as how to ensure effective continuance of the system.Based on practical experiences,the article lays emphasis on discussion of different roles of understanding or recognition playing in the system implementation to pursue good quality of education and training is the motivation for the implementation,the understanding and recognition of the system on the side of staff is crucial to ensure good quality of training,attention from the senior level is the impetus for the work,etc.Some constructive suggestions have also been brought forward in the respect of how to improve the system itself as well as the teaching quality.
