| 摘 要： | 《非洲人权和民族权利宪章》拓宽了国际人权的内容，它既确认了第一代人权，又对第二代和第三人权的确认和发展做出了彪炳史册的贡献，非洲人权保护制度赋予个人和非政府组织完全的申诉权，丰富和完善了国际人权法的主体体系，非洲人权保护的理论和实践对人权的国际保护有着重大的启迪作用，必将有力地推动国际人权保护的进一步发展。

| Abstract: | African charter on human and Peoples' Rights not only recognizes the first generation of human rights but also makes great contribution to the emergence and development of the second and the third generation of human rights. The protection system of African human rights confers full rights to appeal on individuals and NGO which abounds and perfects the subject system of the international human rights law. The theory and practice of African human rights protection have an important enlightening role on the international protection of human rights and will strongly enhance it to a further development. |
