The Analysis of nonlinear features in S&T policy system

This paper analyses nonlinear features in S&T policy system,such as vibration,folding,one input causes many outputs,delay,and be out of order. S&T policy effect has the feature of vibration. S&T policy will change development orientation and show folding feature. Many phenomena such as different countries have different S&T system exhibits the feature of “one input causes many outputs”. Delay phenomenon exists in the course of S&Tpolicy formulation and implementation. At last this paper discusses why S&T policy doesn't work properly.
