摘    要: 美国DARPA着眼"避免外来技术突袭,谋求对敌技术突袭",持续推动重大新兴前沿科技创新,在其国家安全体系中发挥着"科技尖兵"的特殊角色。在新一轮科技革命酝酿发展背景下,科学技术尤其是颠覆性技术发展对国家安全带来新的机遇和挑战。适应科技对国家安全作用机理的深刻变化,必须切实加强重大科技预警,主动谋划新兴科技发展,进一步完善国家安全的科技支撑体系,深入发挥科技创新对经济社会发展和国家战略安全的双重驱动作用。

Abstract:To avoid technological surprise from outside and to create technologicalsurprise against rivals, the US DARPA promotes the emerging science and technology innovations, playing special roles as "science and technology vanguard" in the U.S. national security system. Facing the tides of the new scientific and technological revolutions, the development of science and technology, especially, the technologies of subversive nature, one sees opportunities and challenges with respect to the national security. In view of the science and technology's impacts on the national security, we should foresee the development of the emerging science and technologies, further improve the technology support system for the national security, and makea full use of the science and technology innovation as the dual engine of the economic and social development and the national strategic security.
