黑龙江省区域经济协调发展的对策研究

黑龙江省区域经济发展在以市场为导向的条件下，形成了以资源优势、产业结构、地理环境为特征的区域经济格局。但是，区域经济差距扩大；中心城市地区贡献率下降；非国有经济在各地区中发展不均衡。在黑龙江省区域经济协调发展中，除了注重现有的经济支柱产业之外，还要注意新的经济增长点，更好地以点带面促进区域经济的协调发展。大力调整经济结构；以大城市为依托的经济增长点和丰富的资源为基础；大力发展粮食主产与积极发展多种经营；加大非国有经济在各地区中的发展力度；发挥各地区旅游资源的优势，将旅游业培养成新的经济增长点。

RESEARCH FOR HEILONGJIANG REGIONAL ECONOMIC COORDINATING DEVELOPING'S POLICY

In Heilongjiang regional economic developing current situation,the economic power has been enforced in many districts.In the marketing economic situation,regarding market as the guide,we can form the regional economical pattern with the feature of the advantages in resources,the industrial structure,and the geographical circumstances.Among the existing problems in Heilongjiang regional economics,the regional economical gap has been widened.The contribution rate in the areas of central cities has decreased.There is non-equilibrium in non state-owned economics in the various parts. In the discussion about Heilongjiang regional economic development of coordination,apart from the fact that we should pay more attention to the present economic industries,we should pay attention to the new increasing point.We should adjust the economic structure.Based on the economic increasing point in large cities and the abundant resources in some areas,develop the grain production of a large scale and multimanagement.Develop the non state rowned economics in the areas further.Make full use of the tourism resources in the areas.Make the tourism resources be the new increasing point in economics.
