户籍制度改革与农民平等权的实现

农民平等权是一项基本人权，具有宪法性权利的属性。但户籍制度的存在为农民平等权的实现设置了巨大障碍，虽然国家先后采取诸多措施对其进行了一系列的改革，但过高的户籍转移门槛、配套措施的缺失及“单通道”式户籍转移政策．不足以使农民平等权得以完全实现。为此，实行以建立农村补偿机制、完备相应配套改革为主要手段的渐进式户籍改革，是农民平等权实现的理性选择。
