Abstract:From the connotation of talents, technical talents, skilled talents and technical and skilled talents, the concept map of high-quality technical and skilled talents is described step by step. In particular, it outlines the policy evolution path, different academic point of view and influence on the practice of talents training and the reform of vocational education. It is found that the connotation of high-quality technical and skilled talents is expanded and its extension is reduced during the process of talents training.It is believed that the training process of high-quality technical and skilled talents is an educational and teaching activity focusing on promoting reflective action, an exploratorylearning by doingactivity focusing on learners’ action improvement and solving practical problems, and an educational and teaching activity oriented by learning results.
