| Abstract: | This paper analyzes on the conceptions of the city operation and urban land operation, expounds the relation between the two things, and based on this, points out that in the city operation we must have right cognition of the duality of the city operation, and in the urban land operation we must follow the market regulations and strengthen the governmental control. |
