This article sets up a safe management game strategy model between a special equipment safety supervision department and a special equipment company. After analyzing the model, the spot-check proportion to the special equipment company, the penalty degree to unsafe management of the company and the function relationship between the spot check proportion and the penalty degree can be determined.
