| 摘 要： | 科学发展观的第一要义是促进发展,核心价值是以人为本,基本要求是全面协调,根本方法是统筹兼顾.以科学发展观指导地方研究生教育和谐发展,就是在促进地方研究生教育发展的过程中,应牢固树立并全面落实以人为本,科教兴区;面向社会,主动适应;全面协调,统筹兼顾;合理分工,整体优化的四大理念.
