中国科学研究和技术服务业对外开放的现状与前景

梳理了中国科学研究和技术服务业的多边开放承诺和单边开放政策,分析了该行业外资发展的现状与趋势。分析表明,中国科学研究和技术服务业扩大对外开放,将涉及相对复杂的边境后措施,对各级政府的治理能力形成挑战。提出应在重点地区试点更高水平外资准入与促进政策,推进科学研究和技术服务业市场化改革,提高国内规制水平,并避免将科技自立自强等同于“国产替代”。

Current situation and prospect of China's scientific research and technical services' opening up

In order to study the opening-up of China's scientific research and technical service industry under the new situation, this paper combs China's multilateral opening-up commitments and unilateral opening-up policies in this industry, and analyzes the current situation and trend of FDI in this industry. The analysis shows that further opening up of China's scientific research and technical service industry will involve relatively complex post border measures, which will challenge the governance capacity of governments at all levels. This paper propose that China should pilot higher-level foreign investment access and promotion policies in key areas, promote the market-oriented reform of scientific research and technical services, improve the level of domestic regulation, and avoid equating scientific and technological self-reliance with "domestic substitution".
