摘    要:现代公共管理的核心是改善绩效,政府绩效评估作为政府公共管理的工具,可以提升政府绩效评估的有效性,改善政府的工作,促进政府内部结构和制度优化。以湖南政府绩效评估为研究对象,在对湖南政府绩效评估现有功能进行梳理的基础上,从战略管理、绩效改进和绩效管理三个维度出发,为湖南政府绩效评估的有效性提升提出具体的对策建议。

Abstract:The core of the modern public administration is to improve government performance. Government performance assessment as a tool of government public management can improve the work of the government and promote the optimization of the internal structure and system of the government. Taking Hunan government performance evaluation as the research object and based on the analysis of its existing functions, the article puts forward concrete countermeasures for improving effectiveness of Hunan government performance eval- uation from three dimensions of strategic management, performance improvement and performance management.
