| 摘 要： | 科技政策作为国家或地区对科技活动组织、干预、调控而制定和形成的施政方针、制度措施等规则体系，有其自身的规律。科技政策规律主要包括顺从主流律、生命周期律、效力周期律、利益调控律和辩证发展律五个方面。
