Information resources construction is the key link of the construction of a digital library.This paper analyzes the copyright problem in the information resources construction of a digital library,pointing out that when some measures are taken,the following aspects of law,technology and concepts and so on should be taken into consideration so as to acquire the balance between public interests and the man who owns the copyright.
