阴山北麓农牧交错带贫困的成因分析与对策研究——以察右中旗为例

贫困是阴山北麓农牧交错带的核心问题,文章以阴山北麓农牧交错带察右中旗为例,选择经济、社会和环境3大影响因素,应用层次分析法,筛选出造成该区贫困主要是环境因子中的植被覆被率、降水量和耕地沙化治理率.同时提出了解决该区贫困问题的有效途径:调整产业结构,产业发展生态化;积极开展生态环境建设,促进生态产业区专业化分工;控制人口数量,提高人口素质;大力发展科技与教育事业.

REASON ANALYSIS AND COUNTERMEASURE INVESTIGATION OF THE POVERTY OF THE AREA IN AGRICULTURE AND STOCK RAISING LINE INTERLACE OF THE NORTH OF YIN MOUNTAIN——A CASE STUDY OF CHAYOUZHONGQI DISTRICT OF INNER MONGOLIA

The core problem in the agriculture and stock raising Line Interlace of the North of Yin Mountain area is of poverty.Based on the study of Chayouzhongqi Distric in Inner Mongolia municipality,with choosing three important influential factors-economy,society and environment,and applying analytic hierarchy process,this paper finds out that the main factors inducing poverty of this area are vegetation coverage,precipitation and control of cultivated land desertification in environmental factors.The effective measures to solve the poverty problem in this area are also put forward,such as adjusting industrial structure,ecologicalizing industrial development,carrying out construction of eco-environment actively,promoting ecology industry specialization,controlling the population size,improving the population quality,and energetically developing science and technology and education.
