论地方政府经济决策的均衡性

经济发展的均衡,主要是经济目标实现的均衡.而社会经济发展的众多目标之间,在其实现过程中又是经常出现矛盾和冲突,解决这些矛盾和冲突的根本办法是实现经济决策的均衡性.根据西方内外均衡理论的主要观点,分析地方政府经济决策不当的原因,从决策的价值取向、回应机制、目标选择,以及决策的系统性和连续性等方面,提出实现政府经济决策均衡的基本思路,可以使地方政府的经济决策更具有科学性、均衡性,保证区域经济的均衡发展.

ON the Balance of Economic Decision of the Local Government

The balance of development in economy is primarily the balance of the economic target met,but there are many targets in economic development,which often conflict when being met.The radical way to solve the problem is to realize the equilibrium of economic decision.The economic decision of the local government can be made scientific and balanced to guarantee the harmonious developrnent of regional economy by analyzing the wrong economic decision of local governments according to the theory of inside-and-outside equilibrium in the West,and by putting forward the basic train of thought to balance the government economic decision with the consideration of the decision's value,response mechanism,target choice,systematicness and the decision's continuity.
